WASHINGTON—Russian President Vladimir Putin agreed to a limited cease-fire against Ukraine’s energy infrastructure during a phone call with President Trump Tuesday, but remained resistant to a longer-lasting peace plan pushed by the U.S. president since his election.
The cease-fire is the first tangible win from Russia by Trump in his campaign for a peace deal, in which he has mainly pressured Kyiv for concessions while offering the Kremlin the enticement of improved relations and an end to its international isolation.
In a statement, the Kremlin said Trump presented a proposal for Ukraine and Russia to cease strikes on energy infrastructure facilities for 30 days. “Vladimir Putin responded positively to this initiative and immediately gave the Russian military the corresponding command,” the statement said.
A White House statement said more negotiations in the Middle East are planned to broaden the deal. “The leaders agreed that the movement to peace will begin with an energy and infrastructure cease-fire, as well as technical negotiations on implementation of a maritime cease-fire in the Black Sea, full cease-fire and permanent peace,” the statement said. “These negotiations will begin immediately in the Middle East.”
The U.S. and Russia agreed that there would be a temporary cease-fire against energy and infrastructure, short of the permanent end to the fighting Trump hoped to broker. Technical discussions about reaching that point will begin immediately in the Middle East, according to the White House.
