She was 72.

Beach was a county commissioner from 1980 to 1985. She was known as a guardian of the environment while on the commission during a time of intense development. Beach was also active in supporting the countywide library system, which was founded by her husband Cecil Beach.

She left the commission to attend law school at Nova Southeastern. After graduation, Beach was with Holland & Knight, focusing on land use, zoning and environmental law.
