In addition, the proposal suggests that Russian be granted official status as a recognized language in Ukraine, and formal recognition of the Ukrainian branch of the Russian Orthodox Church.
In return, Ukraine would receive robust security guarantees from a coalition of European partners and the U.S., possibly including a peacekeeping force and post‑war reconstruction aid. Some versions of the plan also include a pledge by Moscow to refrain from future large-scale attacks.

The proposal is not without controversy. Ukrainian officials — reportedly not consulted during its drafting — have sharply criticized the plan as a “provocation” and “absurd.” President Volodymyr Zelensky has previously rejected any territorial concession as unconstitutional, saying Ukrainians “will not gift their land to the occupier.”
European leaders also raised alarm over being sidelined from negotiations, warning that a deal stitched together by Washington and Moscow without Kyiv’s full participation could destabilize the region further. Given the magnitude of the demands, many see the plan as a serious test of Ukraine’s resolve: whether to pursue a fragile peace or continue fighting for full sovereignty.
