According to a report by the Wall Street Journal, the proposed overhaul would involve installing allies of President Trump at the IRS’s criminal-investigative division (IRS-CI) and weakening the role of IRS lawyers in such investigations.
Gary Shapley, an advisor to Treasury Secretary Scott Bessent, is leading the effort and has reportedly compiled a list of potential targets, including billionaire donor George Soros and his affiliated groups. This initiative aligns with a broader push by President Trump to investigate financial backers of what he claims are anarchist groups in Democratic-led cities.
Trump has directed Bessent to identify financial networks that he says are fomenting political violence. Critics argue that the effort is politically motivated and could lead to vindictive prosecutions. The Wall Street Journal notes that IRS lawyers have resisted efforts to revoke tax-exempt status from universities and protest-linked nonprofits, citing the legal requirement for thorough investigations.
