The twice-a-year ritual of jumping the clock forward in spring and falling back in autumn remains firmly entrenched in the United States — despite growing calls to end it. The bill most closely associated with change, the Sunshine Protection Act — which would make daylight saving time (DST) permanent — passed the Senate by unanimous consent in 2022 but died in the House of Representatives, leaving the matter unresolved.
At the state level, more than 700 bills or resolutions have been introduced to give states the option of locking the clock. But federal law currently limits states to opting out of DST, not choosing it permanently. The legacy law, known as the Uniform Time Act of 1966, created a framework that still governs time-keeping today.
One complicating factor: public opinion is far from unified. Some voters favor permanent daylight saving time for longer evenings; others argue for permanent standard time to align with human circadian rhythms. Without a clear consensus, lawmakers balk at a settlement. As a result, for now at least, Americans will continue to “spring forward” and “fall back” every year.
