But the sudden pause comes after a telephone call between U.S. Secretary of State Marco Rubio and Russian Foreign Minister Sergei Lavrov, which the White House described as “productive” — yet apparently insufficient to justify an in-person summit.
Sources suggest the delay reflects deep-seated disagreements over how to proceed: Russia remains firm on its demands, particularly territorial concessions in Ukraine, and the U.S. is unwilling to move ahead without clearer commitments.
