Whle President Trump was speaking at the Justice Department, the Senate started voting to clear the way for final passage of the Republican stopgap bill to avert a shutdown Saturday at 12:01 a.m. The vote is still open, but so far 10 Democrats have voted with Republicans to break a filibuster of the measure.
