
MINNEAPOLIS — Tensions between local leaders and the federal government reached a breaking point Wednesday after a U.S. Immigration and Customs Enforcement (ICE) agent shot and killed a 37-year-old woman in South Minneapolis. The incident, which occurred during a massive federal immigration enforcement operation, has left the city in mourning and ignited a fierce national debate over the use of federal force in American cities.

The Incident
The shooting took place around 9:30 a.m. near the intersection of East 34th Street and Portland Avenue, a residential area less than a mile from the site where George Floyd was killed in 2020. The victim has been identified by family members and local officials as Renee Nicole Good, a resident and activist described by U.S. Representative Ilhan Omar as a “legal observer” who was monitoring the federal activity in the neighborhood.
According to witness accounts and several videos posted to social media, Good was in her maroon Honda Pilot when she was approached by multiple masked federal agents. Eyewitnesses reported that the vehicle appeared to be blocking the roadway as a form of protest against the ICE raids. Videos show an agent attempting to open the driver’s side door before the SUV began to reverse and then move forward slowly. At that moment, another agent standing near the front of the vehicle fired at least three shots through the windshield at point-blank range.
The vehicle then traveled a short distance before crashing into parked cars. Minneapolis police and firefighters arrived on the scene to find Good with a gunshot wound to the head. She was transported to Hennepin County Medical Center, where she was later pronounced dead.
Conflicting Narratives
The Department of Homeland Security (DHS) and local Minneapolis officials have offered sharply different accounts of the killing.
DHS Secretary Kristi Noem characterized the shooting as an act of self-defense against “domestic terrorism.” In a statement, federal officials claimed Good “weaponized her vehicle” and attempted to run over agents. President Donald Trump echoed these claims on social media, stating the officer acted to protect himself from a “vicious” attack and was recovering from injuries in the hospital.
However, Minneapolis Mayor Jacob Frey and Governor Tim Walz have moved quickly to dispute the federal narrative. After reviewing bystander video, Mayor Frey called the DHS account “bulls**t,” asserting that the footage does not show an attempt to ram officers.
“This was a federal agent recklessly using power that resulted in somebody dying,” Frey said during an afternoon press conference. “I have a message to ICE: Get the f*** out of Minneapolis.”
Governor Walz, who described the killing as “avoidable,” has notified the National Guard to remain on standby as hundreds of protesters gathered at the scene and held vigils throughout the evening.
A City on Edge
The shooting occurs amid a massive federal “surge” in the Twin Cities. On Tuesday, DHS announced the deployment of approximately 2,000 agents to the area for a large-scale enforcement operation. Local law enforcement, including Minneapolis Police Chief Brian O’Hara, have expressed frustration that federal operations are being conducted without coordination with local authorities, leading to what they describe as “chaos and distrust.”
The FBI and the Minnesota Bureau of Criminal Apprehension (BCA) have launched investigations into the shooting. Meanwhile, community leaders are calling for the prosecution of the agent involved, whose identity has not yet been released.
As night fell on Wednesday, the intersection of 34th and Portland remained a site of protest and grief, with residents blowing whistles—a local tactic used to alert neighbors of ICE presence—and demanding federal accountability in a city still scarred by previous instances of law enforcement violence.
